I had the very same complaint with my Holley Blue pump....noise. The fuel regulator that was mounted to the firewall was creating more noise as the pump vibrations buzzed the firewall. After 2 months I took it off.

I removed the Holley that had been bolted directly to the frame and installed a Carter HP 100 gph pump that comes with insulating hardware and does not require a fuel regulator, unlike the Holley. The Carter is much quieter now, does not vibrate off the firewall. With the Holley I could even hear the fuel pump buzz, on occasion, when coming to a stop sign at idle. The Carter still makes some noise but it is much quieter than the Holley. I'm not disappointed that I switched to the Carter.
