Question for Tongue Pirate:

Last time I checked, it was still possible to register a specially constructed vehicle the old way in California. (A new car gets smogged to the year of the chassis or motor.) It's your choice. The old way, or SB100.

Nothing in SB100 deleted the previous rules.
