I went through the MVD tech inspection at the branch just south of the Superstition and west of Greenfield in late Feb. My car has no wipers whatsoever and it went through without any question. I did have a clamp-on wiper unit in the trunk just in case I needed it but I really don't think that they ever check for this. From what I could tell they did not check much if any of the functional components of the car since I asked the inspector if he wanted me to show him which switches controlled the various lights, horn, etc. and he said that he was not going to check them. It seems like they are more focused on a title/engine serial number search and affixing the AZ VIN to the car. Think the actual inspection (after a long wait) was only 10-15 minutes and he did 2 cars at the same time. Good luck!
