Bought mine new when I lived in Iowa. Called and made an appointment and he met me at my residence. Had to have the MSO and Bill of Sale. He printed a sticker with the state assigned VIN for the door jamb and stamped the same state assigned VIN on the frame which took longer than all the other stuff combined. He was done in less than 30 minutes. Drove over to the local office and paid to pick up the tags. Done in hour from when the inspector arrived.
After talking to Gus Romo here in CA in 98 and learning what to do, I was done in 45 minutes, but most of this was spent waiting in line. Walked in with the info from Gus and the woman verified the VIN on the car and took my money. I think it was easier before SB100.
