Correct, with the mods I reported above and about 40 more ponies, you get more air in and out of the engine, and under comparable conditions, it's more efficient and get's slightly better gas mileage.
The only problem is once you do that, you want to see that new performance, so you tend to stomp on it more often. Then, it gets worse. There ain't no free lunch
