Whoa! Thats a lot to ask in one post. Better narrow some of it down.
First thing I would want to do is verify the pedigree of the block. Next verify the block's integrity. Take it to a shop, get it's current measurements. Do a sonic test (wall thickness), maybe even magnaflux to look for cracks. Determine machining requirements (over bore, line honing for crank bearings, and any decking that might be needed). Surely you will expand oild passages before you take it in for actual work...someone here can tell you the proper size.
