There is a similar situation here in the UK.

We have a thing called "road tax" - a Government tax amongst others you have to pay annually to be able to put a car onto the public roads. Around $275 pa. You get a thing called a "tax disc" (piece of paper) that must, by law, be displayed on your windshield.

A few years ago, all cars pre 1975 (could be a different year or two, can't recall) were made "exempt" from this tax, on the grounds that they were "collectors" cars.

We were given to understand that this date was a rolling date - i.e any car becoming 25 years old as the years passed would be exempt.

Of course our beloved Governement told us that this was never their intention, and that the 197* date was fixed.

Another example of goal posts being moved. Somehow I doubt that I shall ever like politicians.
