I've seen "The Pro" in action. He uses a hypodermic syringe to make the repair. That provides a resevoir of paint and a very fine delivery method via the needle.

He also uses a magnifying glass while doing it. Remember to fully clean the chipped area (Prep Sol, etc) prior to applying any paint.
