Default Certificate of Sequence questions

Sounds like many of you on this thread have already gone through the California DMV registration process in early 2004. I am preparing to make my way through the red tape this next January. Unfortunately I am getting a lot of conflicting information and I figured you guys could give me the straight scoop.

Who issues the Certificate of Sequence (COS)?
1. Two different people at the DMV told me its the BAR, the BAR said no.
2. The DMV web site says the DMV issues the COS first, then you take it to the BAR.

From what I read on this thread, it sounds like its the DMV.

How do you get it?
1. Some of your mentioned the mail, even though you went in person? (RedBarchetta)
2. Others said they got it on the spot at the DMV.(Cobraholic)

Is it true I don't need my CHP inspection or brake & light to get the COS?

Can I do some of the paperwork before January without risking one of the first 500? or should I just wait and do it all then?

The DMV people at my office have no clue about this. What do I say to them to get the COS? Do they have to phone someone in Sacramento or is it a computer function?

Please enlighten me with any insight you have gleaned from your experience. I'm sure there are other builders that are starting to think about this for 2005. (only 10 weeks to go).
