I brought mine here from out of state and registered earlier this year. You will be able to title and register as '65 Cobra - I did mine as a '66.

Since it is already titled, you only need Level 1 inspection. Level 2 is for new rollers. I used the station at Greenfield, just South of the US60 (Superstition). All they look for is that the VIN matches the title you have.

When I went, I parked in the Level 1 inspection line (about 3 cars long) and walked over to the Level 2 inspectors and asked them if I needed to move to the Level 2 line. The guy was helpful and went inside and told the gal what to put on the paperwork. In AZ they basically ignore your previous title information and create a new title which designates the car as the year it represents. The only problem I had was after the inspection, the other gal insidecould find an original sales price for a Cobra (used for license price figuring), so I told her $7000 (I guessed). We both figured $7000 was a lot for a car in '66 and the total license cost was about $40 for 2 years as I recall.

There are older threads here on this. A search should turn up other advice. I can tell you, the process is easy, seems to work repeatably, and is cheap.
