Phenolic Resin will also help isolate the carb from heat transfer. I concur that the 4 hole will typically help the bottom end response, but it doesn't always help - a lot depends on the "design" of the engine.
Here's where you find out if you have heads / valves that are too big, cam with too much overlap, etc etc..
