My only suggestion is to do what they told you to do. If you don't, then your car will never pass the safety inspection, and you will never get your title. Time and time again people have tried to circumnavigate the NJ DMV, all have wasted their time in doing so. Sorry to be the messenger, but there is only one way for you to get your car titled, without a title, your not going to get much of your investment back. Kind of a catch 22 scenario. But just think, after you pass the safety inspection, you can then get it registered using NJ's "Collector Car" registration and start enjoying your labor of love.........
