Tom,

That hole keeps the coolant overflow tank at atmospheric pressure. Without it the overflowing fluid would pressurize the overflow tank and probably rupture it. It would also end up raising your coolant pressure in your engine well above 15psi, creating leakage and damage risk. Make sure the hose from the header tank neck (~3/8" dia) is attached to the top fitting on the overflow bottle.
