I suggest that you go to DMV and ask them all your questions. The dealer and folks here will give you the best info they have, but it is the DMV you will have to deal with.

There are a lot of unresolved areas when it comes to the initial titling/reg./smog of a SPCNS in CA without one of the 500 exemptions. I am looking into this right now as well.
