The lever simply rides on a lobe on the cam. Spring pressure presses the arm against the lobe. There is no physical connection other than the two item touching eachother.

If I remember correctly you should feel a little resistance when bolting on the pump the last 1/2 or so. This is spring pressure you are feeling. The amount of pressure will probably depend on the lobe location of the cam.

So in the end it sounds like everything is OK
