Earl,

Think of it as a pressure regulator that limits the pressure supplied to the brake. Because of this, it usually goes in the line to the rear brakes so that you may reduce rear bias (rear brakes lock too soon). I suppose if you needed more rear bias it could go in the front brake line (if your brakes a fed by a single line), but I have never seen that done.
