Bias adjuster and proportioning valve seem to be the same thing to me.
I installed mine behind the drivers seat to the right next to the tunnel. In order to reduce or increase the brake pressure to the rear brakes I just turn the knob at the right behind the seat and adjust the pressure. See the installation from below in this picture in my gallery
