Saps - bummer! At least you have 'ole #1158 to keep you on the road.
Most definetely Reg should be able to pull something off regarding the engine. I don't know how many brand new crate motors have such serious defects but it can't be more than 3-5% I would think (see your actually a priveleged winner!).
Reg's shop should have thouroughly tuned the motor prior to delivery - I'm curious as to why they didn't notice the problem and investigate then. Best wishes!
