Chas,
Brake squeal is caused by vibrations producing sound much like a tuning fork after it has been struck. You need to find an effective way to dampen the vibration, thus stopping the "tuning fork" effect. The silicone helps absorb the vibrations. Maybe you should try putting the silcone on the caliper in long pencil-sized strips where it won't show and across the top of edge of the pad where the cotter pin goes through. Doing that SHOULD dampen the vibrations and stop the squeal.
