Mike, I think you meant to say that Washington has no Income Tax. We sure do have property taxes and sales taxes.
As Mike says, the weather here is a bit goofy, but generally speaking, on the west side of the Cascades, (not on the coast) the closer you are to the mountains the wetter it will be. I live in Mount Vernon and am about 8 miles from the foot hills which jut right up to 4500 feet and the rain here is about twice what you find in Anacortes which is about 20 miles to the west. As Walt said, the rain tends to be spread out over days. We just don't get a lot of real cloudbursts.
It takes a bit of getting used to, but when the rain stops and the sun comes out, well, it's worth it.
