What you describe sounds like it came on a specific car, not a "generic" Holley part. It also sounds more like a gizmo used to change the idle RPM, such as when the air conditioning is on. Holley has a true dashpot available which needs a bracket which they also sell, but it's adjustment is the threads which hold it on the bracket plus a jam nut. This bracket bolts to most standard Holley baseplates.
