The 2x2 pine right hand lever brake against the rear wheel is usually the go but it can be a bit inefectual on steeper hills. At this point rubbing off speed is usually done by inducing tail slides. However over zealous use of this technique can induce face slides which while they do slow you down quite rapidly are rather more painful.
