Under operating circumstances it won't matter. When "servicing" it might.

The recovery tank should always have some coolant in it to replace any air that gets pushed out of the engine/radiator. If the coolant level in the overflow tank is above the radiator cap, it will drain the tank down to the radiator cap level if/when you remove the radiator cap.
