I DID ask the question when I spoke to the both the Field Investigations agent assigned to my case (he was a "Senior" investigator) as well as the Technical Services Bureau agent in charge of reviewing all my papers for final approval. Both said the same thing: referenced to the year of the installed motor, so no emissions standard required except an installed PCV valve.
