Sidney,
I just went through this whole thing with the Dept. of Licensing and the Dept. of Ecology. On this side of the mountain (west), if you have a MSO, you don't have to have the car inspected by the WSP. You just go in with your MSO and receipts and you'll leave with your plates in less than 5 mins.
