Default need a 351 cleveland engine

hey guys, i am looking for a 351 cleveland motor to replace the one that is in a lift truck owned by my company. the guys that work for me, wizards that they are, tested a new concept called running the truck 4 qts low of oil and with no water in the radiator. it didn't pan out very well. so i am lookinf for a half way decent 351 cleveland motor. all it has to do is run half way decent. this is a 1980 ford utility truck with a boom lift on the back. basically it is an e350 dually. it looks like a fors van front, with a utility box back. but would it be a 351, a 351 modified or a 400? it has 8 bolts on the valve covers like the 351's do. but would they have made a standard 351 in 1980. i thought not. any advice?
