Default Cobras at Napolie in Milford, CT ???

While driving through Milford the other day I stopped in at Napoli Motors (an indoor used car store). They had 2 Backdraft Cobras. I asked if they were on consignment, they said no. They told me they came in from Africa ready to go with engines, drivetrains, the works. They also told me they already had VINs (CT stick ons) from the state of Connecticut. All I have to do is bring in the money and drive away.

So my question is this - what's going on? Are these guys paying off the crooks in Hartford or what? I've never heard of such a thing. Since when do the cars come into the good ol' USA with the engines is them? How did these guys get VINs without registering the cars? How did they get the VINs without going to Wethersfield? How did they bypass the pain of flatbedding and inspection? I thought even a used "composite" had to go through Weathersfield after each sale. What's going on?

In case you're wondering the cars were stickered at $60,000.
