Milodon uses a vibrating marker to scribe the part # on the body of the pan. Is 31600 scribed on your pan?. I had a Milodon RR pan and it fit perfect. Are you using a stock 289/302 block or is it an aftermarket block? As you stated the 31600 is for a 289/302 but a very similar 31630 is for a 351W. Maybe it is mismarked. It may be bent a little or ir could have closed up a little during the welding process. If you have the 31600 use a spreader or hammer gently on the inside of the rails to open it up. The main cap seal area would be much larger diameter on a 351W, check this before hammering on the pan.
