Ditto here. The SB100 # doesn't expire but the TOP does. You will need to have the updated registration fees paid in order to get a new TOP so you can drive the car to CHP and BAR. CHP is just VIN verification and to make sure your paper work is complete and matches the car. If you registered the car as "Special Construction Vehicle" and you have the SB100 number you don't need to "Pass" a tail pipe emissions test. It is purely a baseline. You need to pass a visual inspection based on the year of the block or the year the car represents. Tell the smog referee which one you want to use. My car went through BAR test well beyond what would be labeled as gross poluter status. It was tested per 1965 standards and only required a working PCV system in place. What I was spewing out the tail pipe was irrelevent.
