Hi H,
Don't wait until the first day of the new year, go down to the DMV and talk to someone today(the manager would be best) and get his/her name. I would guess that you can get by without the MSO, but I would not want to wait until January second to find out, if there is any question you might just miss out on the SB100 number while they try to sort things out. I was there last year at 6:00am and got number 274.
The good news is that the people at the DMV were great, in sharp contrast to what I had experienced in years past with other issues.....
