A friend's car is currently registered as a 65 ford and was going in to get it done correct for SPCNS and SB100. They denied him and said he needed to go to CHP first for VIN verification and then come back for re-reg as SPCNS and then he could apply for SB100. Was told it was a new rule and showed him the notice from Sacto that came out just a couple of weeks ago. He's bummed and now has to wait until next year to get it fixed up correctly.
