Do a web search on measuring pinion angle. You will find a step by step instruction but short answer is yes. You use an angle finder but need to relate it to the car centerline and crank angle to find the deltas.
This is a short and not detailed enough answer but it is very easy to do, read the instructions and write down findings. The work is in changinging the angle the right way.
