I'm sure that the pre 1973 vehicles isn't causing the major smog problem in California or any other state.
CARB and any other enviromental agency need to look some place else for the smog problem and leave the Hot Rod and Classic Car people alone.

That was my point... If CARB does not see it as an impact, why should other states? There may appear to be more than 15,000 in HI , but those registrations are from the DMV.. and Hawaii has only about 500,000 registered vehicles in total, so it will seem to be more..Phoenix has over 2 million registered vehicles for a comparison....

I see I should have said salted roads and not winter... Arizona has snow outside the valley as well...
