Ford is building a 500 HP based on 331 engine. From what I understand the 3.25 stroke of the 331 is better suited for racing than the 3.40 stroke of the 347. I've spoken with Roush on several occasions, and while they will build you a 342 (standard bore 302 with 3.40 stroke), they stopped making them. They now only have in production the 327 (standard bore 302 with a 3.25 stroke) and a 353 (3.25 stroke with a big bore Dart block). Personally, I would buy the 331.

Regarding T&L, there's a Tiger owner who mentioned on the Tiger Forum that he had bought a 347 engine from T&L and said the engine runs great, but their delivery time to him was not even close.
