Question Front Suspension Spacers ?

Hi Guys,
I have a front suspension question, when I bolted the front upper A arms tight to the frame the tires leaned out fairy severely on top. So I installed longer grade 8 bolts and with weight on the tires, backed the nuts off evenly until the tires were plumb with the floor. This leaves quite a gap (about an inch) between the A arms and the frame. I know that this is how caster and camber are adjusted, but I have never seen it require so many shims. I have noticed a few pictures posted of A&Cs with some sort of bar stock spacers being used to close the gap. Have any of you ran into this situation and if so what did you do?
