Since the car that you're buying is already registered in CA under SB100, the VIN number that the CHP assigned should be on the car and pink slip (so the VIN shouldn't be an issue). Maybe your insurance company doesn't want to write an "agreed value" policy or they don't insure replicas.
My Farmers agent is a car guy (I insured another replica through Farmers) and he was ready to write the policy, but his preference was that the car be full registered (i.e. post SB100) before he insured it.
I decided to go with Tom Foltz at Northwest Insurance 800-683-1165. Tom called me right back and sent me a detailed/full application via email.
