I'd support a national photo ID. Fingerprints not needed.

With face recognition software, a clear photo of your face is as good as a fingerprint anyway.

I could see a national database of images that receive updates whenever someone steps up to a check-cashing window or ATM so that the database would track weight gains and hair loss/color changes. The 'original' photo would remain 'on top' but the newer ones would be available for checking.

And yes, people could put on wigs, putty or otherwise disquise themselves, which is why you would need a camera and recognition software at the critical points where you can't allow yourself to be fooled. Putty isn't going to move the center of the eyes closer or farther apart.

Fingerprints on an ID as well as the photo and signature and basically anything on the ID can be counterfeited. Need a bar code/chip/strip on the ID that would link back to the main database to pull up the 'real' identification information: photo, signature... to compare to person standing in front of you.

Then, you just need to make sure the main database remains secure.

Make it mandatory jail time for presenting an altered ID.
