You could go the route I went and get an older engine. I procured a 69 351 Windsor. All it needed was a thermostatic air cleaner, vaccuum advance, electric choke and a PCV valve. I am waiting my appt to see if the what the DMV told me is true but I was told that they will exempt my car from smog now due to the age of the motor.. We will see. If not I will have to smog it every two years. I have also considered going for an SB-100 but there is no guarantee on getting one. I ran into a guy a couple of days ago that has an SPF and he is on his second year with no reg for california because he has been unable to get an SB100 both times he went to the DMV in January. Poor guy.
