Hey Thats a good question.
I know that quite few guys are using Moto Lita wheels here(West Australia) without any problems as far as i know. As long as you have a working horn either on the stalk or in the centre of wheel and its from a reputed manufacturer, i dont think they are too concerned. ... But then .. i could be wrong. anyway we all know that the licence and technical people have different rules from state to state.
