Yes, the seller could/can sell that car with no title, but if he removes the original VIN from the car itself or alters it in any way on the car itself, he is then breaking the law!!!!!!!!!!!!!!!!!

I have seen a few old mustangs in junkyards with a nice 3x5 peice of inner fender apron missing on them, guess where that metal ended up?????

Go down to your local junk yard and ask the owner what paperwork he has regarding each car on the lot????? If they do not have the title, they would have a form from the state (as in abandoned cars) giving them the right to own each and every car on the property......
