Crime must equal appropriate sentence guidelines, don't tie the courts hands in making that determination. Which, by the way, is what happens to often on the Federal level, the Judge has little or no say even when mitigating circumstances are substantial.

Too many judges don't use discretion when it’s available to them in a prudent manner – just look at child molestation cases all over the country. She was speeding, she pays as everyone will pay that speeds, period. There really is no excuse for speeding.
