OK, are you in the military and stationed overseas or permantly living overseas? Are you claiming Georgia as your home state or somewhere else?
To get a tag in Georgia, you have to be a resident. They don't have "temporary tags" for your situation. The only "temporary tags" are for when you buy a vehicle from a dealer and they put a "piece of paper" on the vehicle, with an exparation date, while the tag paperwork is filed with the state.
You have to have insurance on it before you can get a tag. You just need a bill of sale, proof of insurance and an address in Georgia, to get a Georgia tag. It sounds like you are just wanting to drive this thing around for a while and really don't have anything to do with Georgia or any other state.
You probably need to see what it's going to take for you to get it overseas: you may have it for sale again soon. Good Luck!
