As Mike said, the PCM only controls the "High setting"... The standard temps are: Low on at 98 off at 95, High on at 108 off at 102.

You need to wire your fan to the PCM and have the fan temps lowered to more respectable levels.

From memory, most of the Cobra's I do are set to come on at 92 and go off at 89.
