I just got my WV concealed weapons permit this month and all I needed to do was show the County Sheriff Office my Army DD-214 and give them a $75 check. I didn't have to take a safety course because of my DD-214 but I did have to get a new drivers license to show my physical address because the old one had a PO Box number. After a background check they had me come back in the office a month later and pay them another $16 which included a laminated permit to carry in my billfold and a list of states the WV permit was valid in.
I don't plan on carrying a weapon on my person but will have one with me in the car when I'm traveling, and the permit is good in WV, PA, VA, NC, OH, KY and several other states further west. I live 2 miles from PA, 20 miles from OH and travel to VA and NC fairly often so if I get stopped for any reason at least I'll be legal for the concealed weapon.
