You are correct for recognizing that we (Quebecers) drive really fast. You are also correct that you have to keep the "pedal to the metal" to be able to stay with the traffic flow here. Many people in Quebec expect to be able to exceed the speed limit during a snow storm.

The worst (or best depending on how you look at it) drivers are in the city of Montreal. It is said that in Montreal, red means stop, green means go, and yellow means go faster. The first thing I always do before pressing on the brakes for a yellow light, is to look in the mirror to see if the guy behind me is going to brake or accelerate.
Luckily for us, this new law is in Ontario, not Quebec. However, one of the first 47 people to be caught under this law was a driver from Quebec driving a Ford Focus, no less.
