Yes, a bunch of steel wool stuffed in and held in place somehow will cut the noise level quite a bit.

Years ago, I got a 24 hour warning for noise with my Hi Po Mustang. I just stuck a couple of those VW exhaust extensions up the tail pipes and put a spot of brass weld on each one. The noise reduction was amazing but of course the car ran like crap until I passed the inspection and removed the exyensions.
