It may be calibrated already. When it says full and you are still adding gas all you are doing is burying the needle.
It may be calibrated to give you an accurate reading on the low/empty end of the gauge.
The bumpiness may be due to a really/sensitive active sending unit float, when you jostle the fuel in the tank that float is "riding the waves" if you will. If it really driving you nuts you might want to consider a different sending unit
