They are trying desperately to crack down on street racing.

While the cobra would fit into my catagory of "modified vehicle" unless you built yours EXACTLY as replica. But they are not looking to take your car unless you appear to be using it for street racing. I don't know alot of guys who build a cobra for that reason. Plain and simple.. don't ever let them think you MIGHT have been POSSIBLY, MAYBE racing!! haha
