David, are you trying to make a quiet Cobra louder 'on demand', or do you have local noise abatement ordinances that you are trying to work around for passing vehicle inspections in lieu of just replacing the side mufflers with a more free-flowing (i.e. louder) set? Are your header-into-sidepipe flanges 1 pipe into 1 pipe, 4 pipes into 4 pipes, or 4 pipes into 1 pipe? Makes a considerable difference to your available options and what might work for you.
