They are still lock wired. I got a tie down strap from the trailer and cranked on it to bring fulcrum rods together. It didn't take much pressure and the tie bar slipped right on.

There's something wrong here.
If the side brackets are firmly bolted to the differential, you shouldn't be able to move the fulcrum pins. My guess is that the bolts are loose and you've lost the shims between the brackets and the differential. This is not a good thing...
